THE TIMES AGAIN. •MORE CO-OPERATION DEMANDED. Received August 3, 10.53 p.m. . . London, August 3. The Times, commenting on the passage in a Petrograd official message suggesting active co-operation of the Allies, is of .opinion that there must be some lack of co-ordination between the responsible military authorities East and West, if the publication of such official statements is really necessary. Dining the winter and spring the Herman armies in the west stood at about 7-> per centum of their war establishments, which were approximately two millions. They hi t quite recently been brought to fuil wir strength, and if a few army corps have been transferred to the eastern theatre the effective strength remaining in '.he west is still greater than at the time the.Allies wore attacked in the Champagne and Artois and on the British trout. There is jio evidence that German strength in the west had been weakened to a very large extent. The recent to a very large extent. The British and French Governments Should issue a statement showing distribution of Germans an the western and eastern fronts, and should immediately establish closer .practical relations with the Russian staff. Parliament ought also to be re summoned immediately to initiate legislation for increasing the, acreage under foodstuiTs. Finally, if we arc to retain the confidence of the Allies we must declare that every man of military age is liable to militarv service.
