PARLIAMENTARY.
LEGISLATIVE COUNCIL. By Telegraph.—Press Association. Wellington, Yestcrdav, In tht! Council to-day the Mania"" Act Amendment Bill a/d the Births and Deaths Registration Act Amendment bill were read a first time. The Arbitration Act Amendment Bill was considered in committee, and eertai'i amendments suggested by the Statutes 1 ension Committee were agreed to. The Bill was read a third time and passed. The Definition of Time Bill was read a lirst time, and the second reading fixed for August 11.
HOUSE OF REPRESENTATIVES. QUESTIONS. In reply to Mr. Field (Otaki) the i Minister for Finance said there was no reason to suppose that Chinese residents in New Zealand were hoarding gold :'or export. I In reply to Dr. Newman, the Minister of lit fence said that as far as the department, was aware, only British subject's are being enlisted. In reply to Sir Joseph Ward, the Premier stated that it is not proposed to bring down the Financial Statement till Tuesday. NEW BILLS. The Bluff Harbor Improvement Bill, introduced by Sir Joseph Ward, was read a first time. The amendment* made in the Arbitration Act Amendment Bill by the Legislative Council were agreed to. The second readings of the Whakatane Harbor Amendment and Empowering Bill (Mr. McDonald) and Tauranga Borough Council and Tauranga Harbor Board Empowering Bill (Hon. W. H. Herries) were agreed to without debate. STATE ADVANCES. On the House going into committee on the State Advances Amendment Bill, introduced by Mr. Wilford, the speaker gave his ruling on clause 3, which compelled borrowers from the State to insure in the State Fire Office. The Speaker ruled that the clause imposed increased charges on a certain section of the people, therefore the Amotion was in order. Clause 3 was struck out, and I lie Bill passed as amended. REGISTRATION OF NURSES. Mr. Payne moved the second reading of the Unregistered Xuvses Registration Bill, to enable qualified nurses who are unregistered on account of not having provisions of the Act of 1001 and 100J brought, under ti'.eir notice in due timet j to be registered, and for the purpose of restoring the licenses of those holding private hospital licenses prior to 190(1. The Minister of Health pointed out that there was no objection to unqualified women acting as nurses in country districts, where licensed midwives were not available. After a brief debate the second reading was carried. GENERAL. Mr. Payne moved the second reading of the Factories Amendment Bill {So. 21 providing for a whole Saturday holiday for women workers. Carried and referred to the Labor Bills Committee. The Settled Land Amendment Bill was read a third time and carried. Hon. A. L. llcrdtmui moved the second reading of the Crimes Bill, which, he. said, was a war Bill, inasmuch as it was intended to jjive courts power to punish persons found guilt v of endangering safety of ships. The' Bill also made it a crime to incite others to endanger lives of passengers or safety of cargo, or to conspire to tlo so. The punishment was dciitli. The second reading was carri"d on the voices. The Expiring Laws Continuance Bill was committed and reported without amendments, read a third time, and passed.
