"BETTERMENT" AGAIN INTRUDES. WAR PENSIONS BILL. By Telegraph.—Special to News. Wellington, Last Night. Mr. R. McCallum (Wairau) has. reintrodiKed bis Betterment Bill, which proposes to impose upon lands traversed by railways instructed at public expeue a charge in- aid of the coat of construetion. The levy upon the lands is to lie. one-half the added value due to the construction of the line, the money to be paid into the Public Works Fund. The War Pensions Bill has been reconsidered by the Secret Defence Commiti? r ' rolmb 'y w '" be returned to the House osf Representatives to-morrow. The passage of the Bill is regarded as * matter of urgency, as claims for pensions and allowances arc awaiting the consideration of the Pensions Board already. The measure, in its amendeil form, is not expected to provok# much debate.
