Botha has proclaimed martial law over the whole territory known as German South-west Africa. Bloemfontein, July 17. Mr. Ilert/.og. in the National Congress, outlined the election ijyrogr.amme. lie demands amnesty for all imprisoned on account of the armed protest, and a guarantee under the Constitution of a trial before sentence, to prevent occurrences such as the deportation of the strike leaders; also an amendment in the Defence Act, so that the Government will not be entitled to invade a country in offensive war, using unwilling men for the, purpose. The Congress adopted the programme, and .passed a resolution, expressing deep grief at the tragic happenings ■whereby De la Key, Beyers and Konrie had been sacrificed. A clerical delegate, in moving the resolution, urged that the ground where Fourie had been shot i for treason should he purchased, because it was holy ground. Tie hoped that a huge monument would be raised to the memorv of these men.
