CABINET CHANGES.
IiKARRANGWJKXT OF PORTFOLIOS. (Ny AVirp.—Own Correspondent,) Wellington, Last Night, The Prime Minister stated that the caucus to-night had approved of the f»arrangement of portfolios e; follows: Tlie Hon. Sir Francis Bell (Leader of the Legislative Council) will take charge of the Education Department. ; The Prime Minister will become Minister of Finance. The Hon. James Allen will concentrate his attention upon the Department of Defence. Mr. Allen, the Premior stated, would deliver the financial statement, which was now almost ready.
