Sir Edward Carson, on behalf of the Board of Trade, denied that the Lusitania was armed or acting as an auxiliary cruiser. The submarine fired two torpedoes, and it is believed a third. The sinking of a passenger ship in that manner was a deliberate attempt at murder. The main question was how far the captain acted upon the Admiralty regulations, but these could not be made public.
