WAGES STRIKES IN SILESIA. Received June 13, 12 p.m. Amsterdam, June 13. Serious -wages strikes in Lower Silesia arc spreading. Negotiations between the owners, the miners and Government officials have opened. (Silesia is a province, at the extreme south-east or Prussia, having extensive coal and metal fields.) GERMAN REPRISALS. The Lokal Auzieger states that the attempt to reach a peaceful solution with America should not be prematurely abandoned. We should not aggravate political relations without purpose. German newspapers regard Britain's altered attitude to German prisoners as a commendable retreat, proving, that German reprisals have, achieved their purpose,
