(By Telegraph.--Own Correspondent.) Wellington, Last Night.

The first of two of the by-elections which are finally to decide the strength of parties in llio now House of Representatives will be held to-morrow, when the Gay of Islands will review the verdict it pave last December. On that occasion 2328 votes were cast for Mr. Keed, the successful Reform candidate, 2220 for Dr. Buck, the Liberal candidate. and 1570 for Mr. Wilkinson, the unofficial Reform candidate. These figures will appear to give the Government a majority of 1084 in the constituency, hut tha Opposition Ims been by no means dismayed by the leeway it has to make up, and both parties have been conducting vigorous campaigns since the seat was declared vacant in consequence of a charge of bribery against Mr. Reed being upheld by the Eleetoro.l Court. The Hon. A. L. Ilonliiiaii, assisted by Messrs Coates and Mnnder, representatives of neighboring constituencies, has been leading the Reform forces, and Sir Joseph Ward, in conjunction with Messrs Forbes and Witty, has been rallying the Liberal battalions. The Prime Minister has issued a manifesto to the electors urging them tn support the Gov. ernment at thiß crisis in the affairs of the Empire and claiming Reformers had spent more money in the district than the Liberals did. The whole district has been flooded with literature of a mora or less edifying character, and probably more local interest has been aroused ; rt the present contest than was evinced in the one that took place six montths ago. The roll used last December contained TWO names, while the one to be used tomorrow contained (1705 names.

Both sides profess to be confident of success, the Reformers relying upon the big majority their two candidates had at the general election, and the Liberals upon the fine receptions given to the Leader of the Opposition and his colleagues. The general opinion in Wellington is that Mr. Stewart, the Government candidate, will pull through with a majority of two or three hundred, but there are plenty of people who believe the margin will be on the other side. They argue that Mr. Wilkinson's votes will be about equally divided between the two candidates in to-morrow's eontest, and that the personal popularity of Mr. Menzies, added to tho good work done by Sir Joseph Ward, will be sufficient to turn the scale in favor of, the Opposition. The Taumarunui by-election will not be held till Tuesday of next week, and the Government is coming in for nm criticism for not having fixed it for Friday next, the earliest possible date, when' a number of electors who will leave on Saturday w!th tjio fifth reinforcements, would have, been able to ex. erase their votes. Here the contest has been just as keen as the one going on in the Bay of Islands, and the roll closed with !MlB names, only 191 fewer than it contained at the general election in spite of M!)U having been struck off sines December. The Liberal candidate, Mr. Jennings, is supposed to have suffered most by the removal of names, but he also is said to have profited most by tho new enrolments. The Government is turning all its artillery on to this constituency. Mr. Masscy himself, supported by n host of organisers and canvassers, is going into the firing line, but Mr. Jennings' friends, though ttiey admit having lost much more heavily than their opponents through electors going to the front, expect to hold their major* ity, and are hopeful of increasing it. Mr. Russell was in the Waitara end of the electorate last week on behalf f,t Mr. Jennings, and Mr. Wflford and Dr. MeNab are (o go to the other districts this week.
