QUESTION OF TERRITORY. SOME RUJIORED PROPOSALS. Rome, June 3. The Secolo states that Kin},' Emmanuel has offered to mediate between Russia and Roumania. Amsterdam, June 3. The Berliner Tageblatt savs that Italy and Roumania have not reached an understanding. The Allies promised -Roumania that she should have Siegenburg I and southern Bukovina, in return for active military support, but Roumania wants C'zeruowitz and the Hungarian province of Banat, "which Russia and Scrvia respectively want. London, .June 3. It is reported that Roumania has ordered halt a million pairs of boots from foreign countries. AGREEMENT WITH ROUMANIA. WILL TIIEY JOIN TIIE ALLIES? Received June 4, 10.30 p.m. London, June 4. The Petit Parisian publishes a despatch that Bulgaria and Roumania have arrived at a complete understanding, and declares that the two States will enter the war simultaneously, Roumania agains Austria and Bulgaria against Turkey. The military plans are hcing co-ordinated to that end. The despatch adils that Roumania has agreed to cede Dubrudja to Bulgaria. SATISFACTION WITH ALLIES' NOTE. Received June 4, 8.30 p.m. Amsterdam, June 4. A telegram to the Cologne Gazette states there is no denying that a feeling of satisfaction prevails in Government circles at Sofia in connection with t.ie Note which the Quadruple Entente presented to Bulgaria last Saturday.
