German newspapers have opened a fresh campaign against America, accusing her of exercising neutrality in favor of the Allies. The newspapers, with the consent ol the military censorship, declare that if Germany roust choose between a rupture with the United States and stoppage .if submarine warfare, she will undoubtedly favor the rupture, whatever may lie the consequences.
