RUSSIA'S FIGHTING MEN.
INCREDIBLE NUMBERS BEHIND FIRING LINE. THE EXODUS FROM TURKEY. General Paget, of the British Legation at Bucharest, confirms the opinion of recent visitors to Russia. He expressed himself to many eminent persons here as more than enthusiastic over the state of the Russian army, notably the new armies prepared for the offensive movemen in April. In point of equipment, moral and enthusiasm he considers they leave nothing to lie-desired. A traveller who has just returned from visiting the Russian armies in Galicia and Bukowina is enthusiastic over the admirable preparations going on in Russia. The new troops are.massed in incredible numbers in successive, positions behind the firing line. Contrary to reports, these are well armed and well equipped, and have undergone a very complete training and preparation. The Russian officers say that they have been deprived of the use. of two of their principal arms in the winter campaign. since it has been -impossible to use their cavalry or their artillery. After the winter they believe that there will be a great difference. The health of the troops is good. . Competent observers who arrive from | Constantinople report that the peace party grows more, bold every day. [ 'Hie exodus of German families and , wealthy merchants from 'Turkey continues. The Turks speak bitterly of Rumanian action in stopping all their war stores, and hold them primarily responsible for the coming fall of Constantinople. There is no doubt at all as to on i, whose side the Rumanian sympathies lie. In Moldavia especially, where the g- population has most close contact with Russia, the population is ultra-Russo- ,- l'hil.
