is hereby given that lit a Special Meeting of the .New J'lynouth Borough Council held on tlie liith lay of .April, l.'.'ri, it was resolved (by r.ay of Special Order) that the Now Plymouth Borough Council make ByLaws under "The Municipal Curporalions Act, l!)0S," the object and purpose at which By-Laws are as follows: The By-Laws arc made in pursuance of the powers and provisions contained in ''The Municipal Corporations Act. 1903," and the powers and provisions enabling the Council in that behalf and are divided into XXIV. parts. They provide for the repeal of all By-Laws now in force in the Borough, and for the repeal or amendments of the present ByLaws by Special Order. PART I. defines the extent and operation of the, By-Laws, and in particular divides the Borough into three parts, viz., "Area No. I," "Area Xo. 2," and "Area Xo. 3," and gives the boundaries of each area; Confirms the appointment of all Inspectors and Officers of the Borough already appointed, and makes provision for the removal and appointment of all Inspectors and Officers; Makes provision for the execution of all orders of the Council and service thereof on the necessary parties; Makes provisions as to application for and grant of all Licenses issued on behalf of the Council; Makes provisions as to offences generally; Provides that all licenses shall expire on the 31st day of March in each year; Gives power (o the Council to reduce, or increase all fees for licenses and all charges made or payable under the By-Laws. PART 11. gives the meaning of the special words and phrases used throughout the By-Laws. (PART TIL relates to public health, safety and convenience; the proCorporation, and makes provision relating to the good rule and government of the Borough and in particular provides for the licensing of shooting galleries and weigh-bridges, and the fees payable therefor. PART IV. regulates the rise of streets, private streets and rights-of-way by persons and vehicles and the licensing of vehicles and drivers and formation of private streets and rights-of-way, and in particular provides what shall be offences by persons improperly using streets, private streets or rightsof way, and fixes fees payable in respect of all licenses issued under such parts and the cancellation of all licenses for improper conduct.
PART V. regulates traffic on streets and ttife licensing of traction engines, motor waggons and delivery vans, and the weight and route thereof, and the licensing of drivers thereof, and fixes fees payable therefor respectively and makes special provisions n» to "heavy traffic" and as to width of tyrsi, ,j PART VI. regulates vehicles generally and in particular the Licensing thereof and mode of application and fees payable therefor, the licensing and conduct and duties of drivers and conductors and fees payable on issue of license, stands for vehicles and rates and fares for passengers and goods. PART VTI. regulates the use of tramways, and particularly as to conduct'of drivers and conductors and passengers. PART VIII .contains general provisions respecting building sites, foundation, construction, arrangement and repairs of buildings, the mode in which and the materials of which they are to be erected and repaired for securing stability, prevention of fire, public safety, and for purposes of health, and for the erection of buildings of a public character, and fixing building districts, frontages and open-air spaeos and the prevention of overcrowding, the inspection of all buildings during construe- j tion, and fixing charges therefor, and as to erection of verandahs and balconies and sign-boards, the erection of hoardings and scaffolding, and of tents. PART IX. provides for the prevention of fires, storage of "dangerous" and "specially dangerous" - goods, fire escapes and generally for 'public safety from fire. PART X. makes general provisions respecting the drainage and plumbing of buildings and the appliances and conveniences therewith, the prevention of refuse accumulation, regulating or preventing the keeping of animals and poultry, regulating the use of stables, the prevention and abatement of nuisances, the conservation of public health, safety and conveniences, the inspection of lands, buildings and premises and the licensing of drain-layers and plumbers and fixing fees therefor. PART XI. makes general provisions for regulating reserves, parks, and public recreation grounds and the use and management thereof and preservation of order therein and the 'prevention of Lotting therein.
