Troops have been called out' owing to the increasing excitement of the crowds parading the streets, who are threatening neutralists, particularly Signor Giolttti, who is a pro-German.' Those who favor war include the Democrats, Radicals, Reform Socialists, RepnbliViin Nationalists, and the supporters of the Cabinet. The neutralists include Catholics, Conservatives, and supporters of Signer Giolitti. The hitter's open declaration that war should be avoided and that Italy will obtain adequate concessions from Austria, brought an internal conflict to a head. A large majority of the Italian people condemn Signor Gkiiitti's mercantile attitude. They believe that war is necessary, whatever territorial satisfaction is given. It is believed that Italy must do her share in reestablishing the law of justice and humanity and crushing German militarism, which is a peril to civilisation.
