Le Temps' American correspondent had aii interview with Mr. Roosevelt, who said"; "If 1 had been President, I would have protested against the violation of Belgium, and would have asked tho United Nfates "to take its place with the Allies. Perhaps that would not have prevented war, but even when the Germans were before Liege they would have had time to reflect."
