Herr Dernburg, German Secretary for the Colonies, in a letter read at a proGerman meeting at Portland, Majne, asserted that Germany never had any intention of securing world . dominion; she was much too modest for anyj such thing. Germany's aim was to keep the seas open for all nations, in war time as well as in peace. Personally he favored the neutralisation of ali seas by international agreement, and that all cables mail communications should be internationalised. If these demands were complied with, Germany Would agree to . give up Belgium, provided the commercial relations ot Belgium and Germany were ■placed on a workable basis. GERMAN SUPPLIES SEIZED.
