THE CAMPAIGN DISCUSSED, Sydney, April I>. The captain of a steamer from South Africa reports that there are indications thai the fighting in German West Africa will soon be over. Tin war has rosuiled in the wholesale curtailment ,of bar hours, and liquor is sold only between eight o'clock in the morning and nine at night.
