German propagandists in America are endeavoring to arrange a world-wide labor conference with a view to presenting an ultimatum to the belligerents, compelling them to end the war or face a world strike. RETALIATION. IMPRISONED BRITISH OFFICERS ' ILL-TREATED. Received April 13, 0.15 pm.. Amsterdam, April 13. In accordance with the threat cabled recently, that British officers would be made to suffer if the crews of Gernjan submarines were treated as other than prisoners of war in England, thirty-nine British officers have been imprisoned in the detention barracks at Berlin.
