( : LACK OF PREPAREDNESS. THE TIMES IN A SCOLDING MOOD. Beeeived April 9, 5.45 p.m. London, April 9. The Times, in k leader commenting m Sooth's committee, says: "Are ire realty going the right way to work? After eight months of war we are nowhere near attaining to the French standard of industrial organisation. For -our failures and shortcomings the Government, individually and collectively, are more worthy of blame than the workmen. Xhe Government wasted valuable months on inadequate measures and a muddled pretence at organisation. Even Lord Kitchener must hear a share of the responsibility for the lack of preparedness. He has done great things, but he cannot ' expect to create huge armies and almost cdntrol the greatest businesses of the world. We can only ■apply shells and ships by a fuller and more comprehensible organisation, and the settlement of industrial difficulties."
