The Oovornmoiit has strictly enjoined civil, military, and naval authorities to refrain from action calculated to pi'.ivoke trouble and give umbrage to .Taim. The presence of a large number of Japanese troops in four provinces i~ a constant temptation to inischiefmal.ers. The enemies of the fiovornment are numerous. No relief is to be expected till the troops are withdanvn.
