HIGH COMMISSIONER'S REPORT. Wellington, Last Night. The Premier lias received tlic following from the High Commissioner, dated London, March 3:— The British observer with the French forces sends another interesting account of the operations in North Champagne. He reports that two valuable lessons have been learned. The first is that the German front can be pierced. There were moments at both Champagne and Neuve Cliapelle when the way was open, for nothing more formidable than the weak resistance of sorely tried troops faced the attackers. It does not follow that because the hole was closed before advantage could be taken that this will be the case always. The consciousness of the power to get through is of the utmost value to the morale of the Allies. The second lesson is that a serious attack at one point has an eflVet on the enemy's plans and fighting power at every other point. IParis reports that this morning east of Soissons a German airman was beaten down in the French lines, the third within twenty-four hours.

A small air fleet threw thirty-three bombs on the barracks, hangats and sta-

tion at Vignoules, Wnevre. Most of the projectiles found their objectives. The French aircraft were damaged by the violent firing, but the aviators returned without accident.
