BUILDING NEW FORTS.
THE PEOPLE DEPRESSED. DISASTER IMPENDING. ~ MUNITIONS RUNNING SHORT. Received April 3, f>.3o p.m. London, April -1. The Times' Sofia correspondent writes: "Travellers arriving from Dedagatch describe public feeling at Constantinople as depressed, little credence being give-.i to the Government statement of the impregnability of the Dardanelles. Tt is generally feared that a great catastrophe is impending, sealing the doom of the Turkish Empire.
"Tt is known that war munitions are running short, and hope is abandoned of obtaining German supplies through Ro'.imania and Bulgaria. "German officers, fearing a noctur-ial mutiny, sleep aboard ships."
ON THE SEA OF MARMORA.
Received April 4, 5.5 p.m. Sofia, April 4. Travellers state that the Turks are feverishly constructing forts at San StcI'aim for heavy guns. Thousands of troops arc making ammunition. (San Stcfano is a holiday resort on the Sea of Marmora, seven miles southwest of Constantinople.)
