The Kaiser and von der Goltz attended a council of war and prepared a new plan of campaign and fresh diplomatic ■instructions, arising out of the capture of I'rai'mysl and the position of Constantinople.
.NEW WAR LOAN. Amsterdam, March 30. Subscriptions to (iermany's second 'war loan realised 4;"):) million sterling, of which 4B'/« millions was in sunn of 1000 marks (£3O) or under. Bankers contributed 307 million.
