READY FOB MOBILISATION.

A MOVE BECOMING IMPERATIVE.

London, March 28.

A Central News Rome Correspondent states that everything is in readiness for a general mobilisation. It is estimated that 3000 Austrians and Germans have left Rome. The warnings in Russian papers referring to the dwindling chances of Austria are believed to have influenced Italy towards intervention. The Message™ has published a presumably inspired article intimating that the feeling in Austrian circles is that Austria would rather give Galicia to Russia than Trent or part of Istria to Italy for the sake of Italian neutrality. This would remove the Russian nightmare and leave Austria free to fight Roumania and Italy to death. The dissolution of Turkey will compel Italy to come to an understanding with Britain in the interests of the Eastern Mediterranean. The defeat of Austria will render it necessary for Italy to act in accord with Russia and Servia in the defence of their interests in the Adriatic and the Balkans.

The Times, in a leader on "Bullying Holland," says we are in the presence of deliberate German attempts to apply the principle of frightfulness to neutral, and especially to Dutch shipping. The Dutch Press rightly observes that the German blockade practised against England is far beyond any action of Britain against neutrals trading with Germany. Can Germany's intention be to goad Holland's attitude of settled hostility towards Germany? We fail to perceive what advantage the Germans hope to derive therefrom. Feeling in Holland is greatly perturbed by the sinking of the Medea, which is described as an act of arbitrary violence demanding complete compensation from Germany.
