BRITAIN'S BLOCKADE.

Mr. Balfour has drawn up a statement for circulation in the United States. He points out that the Allies' blockade policy was in accordance with the spirit of international law, and. was less "injurious to neutrals than a strict block-1 ad*.. It does not kill a single civilian, •nd cannot destroy neutral property. If Britain violate} the letter of international law by discriminating between Scandinavia and the United States this U not due -to the policy, but to a geographical accident. Replying to thos« who say that the crime of one party doe» not justify the otVr in modifying his policy, Mr. Balfour points out that this u confusing international morality with law, the obligations of which are kondrtional upon observance by both parties; if otherwise, the.rules of warfare would load the dice in favor of the unscrupulous.

The Press Bureau states that the American Embassy learns that Captain Powell, in the British prisoners' camp •t Bahleben. and his assistants have effected great improvements regarding the quantity and quality of the food. Special committees have been appointed to superintend health, recreation and otter departments.
