London, March 24. The Times publishes an article written by General Bernhardi for the New York Sun. Discussing England's entry into the war on the pretext of the violation of Belgium, he said that England simply considered Belgium a vassal State serving as a bulwark for England's position in the Channel. A German victory will mean the liberation of the world from the English yoke and the commercial rights of the world from being controlled by the blockade of British cannon. English navalism hangs like a sword of Damocles, suspended above all peoples possessing a coast or transoceanic colonies succeptible of attack. England is now ruthlessly ridiculing international law and violating public opinion by spreading false information through her cable monopoly. America n not free from this violation, as the entire telegraphic system with Europe is subject to the British censor. AH "Renter's dispatches are colored in, keeping with British policy.
