Richard Stegler, a German reservist, was sentenced to six* days' gaol, and his accomplices, Richard Madden and Gustav Cook, to ten months', for conspiring to secure false passports whereby Stegler would be enabled to leave the country. It was stated in court that a high official of the Gvrman Government, accredited by the United States and therefore imimme, from arrest, was really the guilty party, and these men only the catspaws. Tlie official offered Stegler every facility for proceedinsr to England to act as a spy on the British Sleet's movements.
