AMERICA. FRANCE'S REPLY TO' THE WASHINGTON NOTE. Paris, March 20. M. Delcasse's reply to the United States respecting the Franco-British reprisals is analogous to Sir E. Grey's. It expresses tlie hope that, when America compares Germany's unspeakable violence, criminal acts, and unprecedented naval warfare with the Allies' respect for the laws of humanity, she will recognise that the Allies have not exceeded the rights of belligerents. America, in order to counter-balance losses in consequence of the British reprisals, is seeking a commercial rapprochement with Russia, hoping to secure orders for goods for Russia previously purchased in Germany. A GERMAN CONSPIRACY. HIGH OFFICIAL INVOLVED. Received 21, 3.30 p.m. New York, March 20. Richard Stegler, a German reservist, was sentenced to six* days' gaol, and his accomplices, Richard Madden and Gustav Cook, to ten months', for conspiring to secure false passports whereby Stegler would be enabled to leave the country. It was stated in court that a high official of the Gvrman Government, accredited by the United States and therefore imimme, from arrest, was really the guilty party, and these men only the catspaws. Tlie official offered Stegler every facility for proceedinsr to England to act as a spy on the British Sleet's movements.
