Mr Harcourt has cabled to Mr Fislier that, the commission for Relief in Belgium is anxious that money remitted through the High Commissioner, or Ag-ents-General should be. handed over direct to the Commission, which devotes itself exclusively to feeding the civil population in Belgium.
