BRITISH WARSHIP ARRESTED. Times and Sydney Sun Services. London, March 11. /The Times' Washington correspondent reports that an ultimatum has been sent to Carranza regarding the safety of foreigners. Newspapers demand that President Wilson should forget his Indianopolis 'Speech and shoulder his responsibility regardng Mexico. It is reported that Carranza seized the British steamer Wyvishrook at Campeclie and imprisoned the captain. The Secretary of the Navy has ordered Admiral Fletcher to rush two American battleships from Quautanamo, Cuba to Vera Cruz.
