The matter referred to concerns a recent, revision of the Canadian tariff, and the imposition of a surcharge equal to five per ear;, of the ad valorem value on New Zealand produce imported into Canada. On tlie basis of existing values the fixed d:ity hitherto paid lta9 been three cents (or l'/ a d per lb), while the total duty under revised conditions to 4»/ a cents (or 2y 4 d). Mr. llarkness thinks that .the new ad valorem duty has probably been lidded to the fixed duties as a means of raising revenue to meet the expenditure on the war, and that it may not bo permanent. MeUnwhiie, however, say* the STew Zealand representative, tho arrangements of those doing business with Vancouver are likely to bo upset, and it is even probable that producers in this country may .have to reduce the price oif their butter to compete with the Canadian producers, who hav» thug been given additional protection.
