ARRANGING THE TERMS. Received 5, 11.15 p.m. Pekin, March 5. The conference of Chinese and Japanese Ministers agreed to extend the lease of Port Arthur to Dalmy for ninety-nine years. [Port Arthur and Dalnv were leased to Russia li v China in I SOS. and taken by the Japanese in the /.usso-Japancse war.]
