OPENING OF PARLIAMENT. PUNISHMENT OF REBELS. Capetown, February 28. Parliament lias opened. The King's Speech foreshadows special legislation providing punishment for various classes of rebels, and compensation for Loyalists. Mr Smuts read General t'otha's message appealing for wise forbearance with regard to the rebels. Mr Hertzog moved for a select committee to inquire into the causes of the rebellion, whether it was due to German intrigue and whether its object was to restore independence. NATIVE WARRIORS OFFERED.
