A Berlin message says that the State regulation of bread and flour has begun, and everybody, including the Kaiser, receives a card with coupons entitling them to four pounds of bread weekly. Berlin, February 23. Replying to the congratulations' of the Prussian Diet on the victory in East Prussia the Kaiser says: "A people of poets and thinkers have transformed themselves into a united people in arms. We can trust their determined will to triumph over the enemies of German kultur."
