LETTER FROM LATE LORD ROBERTS. THE NEED FOR A BIGGER ARMi". Wellington, Yesterday. To-day, which is the anniversary of the birthday of the Hon. Captain Baiilie, M.L C., he received a letter from the late Lord Roberts, dated October 31. in which tile Field-Marshal said: "We are living in interesting times, and Hie future, of the British Empire will depend a great deal on the manner in which two or three greas questions an; settled. The Army and Navy must 'x much stronger. If the expeditionary force has to go abroad on account of trouble in India or Egypt or any of the oversea dominions we should be helpless in thin country The country seems to be gradually waking up to tlio danger wo are in." A TRANSPORT REFLOATED. Sydney, February 22. The transport referred to in the cables on Saturday has been re-floated and is returning to port. RELIEF FOR BELGIUM. Wellington, Yesterdav. The Governor, as patron of the Poor in Britain. Ireland and Belgium Rcli"f Fund, to-day transmitted by cable to the High Commissioner .£IB,BOO, being the fourth cash contribution from the fund. The special instructions of caj-i committee and the wishes of those giving donations for a special purpose were strictly observed, and the sum was apportioned as follows: Britain and Ireland £3OOI 3s 4d; Belgium relief, £13,138 10s Bd. The total cash contributions transmitted amount to £05,000. Valuable shipments of frozen meat are also being sent forward as opportunity offers, and the contributions of clothing have been most generous. RELIEF FUNDS. Wellington, Last Night. His Excellency the Governor, as patron of the Poor of Great Britain and Ireland and Belgium Relief Fund, reports that he has to-day transmitted by cabl" to the High Commissioner in London the sum of £IO,BOO as a fourth casli contribution from the fluid. The amount has been provided by the various branches of the fund in the Canterbury, Marlborough, Taranaki. Hawke's Bay and Wellington provincial districts, and also includes the sums of money sent to the Treasury for the British and Belgian relief. The special instructions of each committee, and the wishes of those giving donations for a special purpose, have all been strictly observed, and the sum will be apportioned as follows: For the poor of Great Britain and Ireland, to be handed to the executive of the Prince of AVales Fund for administration. £3OOI 3s 4d; for Belgian relief, to be given to the proper Belgian authorities for distribution, £13,138 Ifis Bd. The total cash contributions now transmitted in connectipn with the fund amount to £OO,OOO. Very valuable shipments of frozen meat are also being sent forward as opportunity offers, and the contributions of clothing have, been of a most generous character. PARCELS FOR OUR BOYS. Wellington, Last Night. Having received many complaints of non-delivery of correspondence, including parcels, addressed to tin; expeditionary force, Hon. R. Hcaton-Rhodes, Post-master-General. _ last week addressed a telegraphic inquiry to General Godley ill Egypt, asking whether mails were received regularly. General Godlev's reply is as follows: ''All fully addressed correspondence is delivered within a few hours of receipt. Un t" end of January mails were received weekly, but this month, fortnightly. Parcels are rereived usually over a month after the addressee reeeives advice of despatch from New nlanil. Probably complaints refer to the latter."
