HIGH COMMISSIONER'S CARLE. The High Commissioner reports: London, February 12. Paris reports that in Vosges, south of Chateau de Lusse, the French occupied an enemy trench by an unexpected attack. A lively artillery battle is reported from several parts of the front. London, February 15, 5 p.m. Pctrograd reports a concentration of very great German forces in East Prussia, advancing in the direction of Wylkowsyszki and Lyck. Th 0 Russians are falling back on the Masurian lakes line towards their own frontier, holding the enemy meanwhile. In the Carpathians, the Russians took j the heights of Rabe, east of the Lupkow pass, after a stubborn fight, taking a thousand prisoners.
