BRITISH LOAN TO ROUMANIA. London, January 27. Arrangements have been made by the Bank of England to advanre Roumania five million sterling against Roumanian Treasury bills.

The newspaper Roumania, at Bucharest, states: "Mr Aaquith's declaration that Britain has undertaken the war on behalf of the honor and independence of the small States has found an echo in Roumania, which knows that this is a moment not for words, tut for deeds. Roumania will esteem it a great honor to fight for national unity beside tain.'ITALIANS CLAMORING FOR WAR. Times and Sydney Sun Services. Received 28, 5 p.m. London, January 28. Judge Coyne, an American, who has arrived at Paris from Rome, states that the whole of Italy is clamoring for war, and the Government is only awaiting a favorable moment to enter into concert with the Allies. AUSTRIA BAITING ITALY. Times and Sydney Sun Services London, January 27. Advices from Rome state that Baron Burian, the Austrian Foreign Minister, has declared that he will refuse territorial concessions to Italy and Roumania, even if this should provoke their intervention in the war.
ROUMANIA NOT READY TILL MARCH. Received 29, 1.25 a.m. Copenhagen, January 28. German advices from Sofia state that Roumania lias informed Bulgaria that her military preparations are not directed at the latter, and that Roumania vil] not be ready for war before March.
