Behind the army which holds the long battle line there are new armies, which Jo/frc will doubtless bring into play at what, he judges to be tile psychological moment. It is now generally admitted that the Friiieh were not prepared when the war broke out; that they had not sufficient clothing; that the artillery was not as complete as the friends of France had hoped and that mobilisation, in consei|ilcnre, was seriously delayed. "Nearly four months, however, have now passed, and during that time the present exceptionally capable Ministry lias been exciting itself to the utmost to put things right and to complete the mobilisation. There a/e grounds for believing that, although the supply of boots and of oiler clothing is not even vet quite what it should be. the imi-l of what was lacking lias been made good, and the French mobilisation is now Hearing completion. Jt follows that, for some time to come, the. French will be growing more and more efficient, while, it is helieud here, f \rm«n fighting maeliin ■ will be proportionately declining.'"
