AN ALLEGED CONSPIRACY. New York, January 3. The authorities have detained a German officer, three reservists, and a lawyer for alleged conspiracy to secure the passage of German reservists on a Norwegian steamer by means of fraudulent passports taken out by naturalised Germans.

The Department of Commerce has notified shippers of the importance of accurate manifests, and emphasised the necessity for not mixing contraband with non-contraband. The Department draws attention to the British complaints against smuggling, a single case of which would be enough to embarrass America's trade with neutrals.
