A distinguished and well-informed Italian who has returned from Vienna states that the Austrians fullv realise that they have been sacrificed "by the Germans, and will be thoroughly dedicated soon. They admit that they are going to lose Galicia, Bosnia, and Herzegovina. The officers of the best families have gone to the front. The war loan was a complete failure, and the credit of the Government seems to be absolutely ruined. As soon as the Austrians heard of the Czar's decree, forbidding the sale of spirits, they realised that they were beaten. The opinion in Vienna is that the Russians are wonderfully well equipped, especially for a winter campaign.
