RECOGNITION OF CONSULS. Washington, Deeoialjer 27. It is stated that the Department is studying the law governing Germany's alleged refusal to recognise foreign Consuls accredited to Belgium. Nothing official has yet been received, and until Germany makes formal notification the United States does not propose to take any action.
