"THE GAME IS UP!" AND THE KAISER KNOWS IT. " A DISTRACTED MONARCH. Received 22, 1.25 a.m. New York, December 21. Despatches from Germany describe the Kaiser as thin, worn, and broken in spirit. An American correspondent at Copenhagen says the Kaiser knows the game is up, so far as the conquest of Russia and France is concerned, and ho realises thav the civilised world has turned against him. The Kaiser's exasperation with England is almost equalled by his fury against America, whom he declares the British diplomats have tricked. The Kaiser recently remarked, "My diplomats are wasters and lubbers. The British knock spots off them." The Kaiser in desperation has spat at his Staff's advice, and is continually urging fleet raids to create a panic in "nglnnd and cheer up the Germans. THE NOVEMBER OUTLOOK. NAVAL DOCKYARD ACTIVITY. WORKING DAY~AND NIGHT. Received 22, 12.55 a.m. New York, December 21. The Kiel correspondent of the Tribune, writing on November 24th, says: "The Germans place great faith in a new super-Dreadnought and a new submarine. Reservists are drilling under great pressure. Eight thousand workmen by day, and three thousand by night, are feverishly working at those vessels which can be completed within three months, neglecting those which will take a year. Three thousand men at Freiderischdorf are manufacturing torpedoes by night and day. German officers scout the idea that German ships are afraid to fight. All arc certain that a great naval fight will come." THK WAR LORD RETURNS TO THE FRONT. Received 21, 10.20 p.m. .'n.sicrdam, December 21. Official.—The Kaiser has rccovevred and returned to the front. RELIEF OF ALIENS. Times and Sydney Sun Services. London, December 20. An organisation has been formed in Berlin for the assistance of aliens in lierlin. Appealing for funds it say*: "The foreigners in our midst are for the most part Germany's best friends, bound to us with a thousand ties."
