CONFIDENT OPTIMISM. Montreal, December 14. Mr White, Minister of Finance, addressing business men and financiers, referred conlidently to the situation. He said that the banks had emerged stronger than at the outbreak of war. Their resources were so good that they had not found it necessary to accept the Government's assistance to any considerable extent. The war had interrupted the flow of capital and immigration.
