Mr Borden, speaking at the Canadian Club, Montreal, said Germany's challenge to the British navy liad been unmistakable for the past 20 years. It was idle to suggest that no emergency had existed in recent years. If Britain Inst a decisive battle on the sea the Empire would be shattered to the foundations. Mr. Borden said he hoped to see the day when Canada, Australia, New Zealand, and South Africa would have the same voice in the foreign relations of the Empire as Britain. Anyone who doubted that this was coming was doubt-iiij-r whether the Empire will hang together. "The day is coming when* Canada will equal Britain in population, and it will then he impossible that Canada's foreign relations shall be settled by the Ministers in the Motherland, however competent and distinguished. The present war will solve other Empire problems."
