LORD KITCHENER'S MANIFESTO. ' By Telegraph.—Per Press Association. Nelson, Last Night. A branch of the Moderate League was formed at a meeting held here to-night.' In the eourse of an address, Mr Armstrong, organiser, read Lord Kitchener's address to troops, and denied that it contained advice to obstain from liquor,, as the manifesto issued by the Prohibition Party asserted.
