DEFENCES NEED STRENGTHENING. HOMES FOR BELGIANS. Washington, November 18. Major-General Wotherspoon, a retired ofEcer, writes to the newspapers, pointing out that it is impossible to protect the (Panama Canal and the American colonies with the present forces at the disposal of the United States. They ought to be increased until half a million troops, including the reserves, are available. Any first-class military Power could menace Panama, while the Philippines would easily fall a prey, as the present force showed a deficiency of 33 per cent. . ;• :-i^s Chicago, November 18. The Tribune has started a scheme for the adoption of Belgian children in American families, for providing homes for three years, subsequently returning them to Belgium.
