London, November S. An interesting chart has been pre--parcd at Whitehall illustrative of the progress of recruiting. It shows that the call to arms met with its best response in times of disaster. The highest point was reached during the black first week in September when the Allies were retreating and the Germans were nearly to the gates of Paris. The' indicator rose high towards the end of September when three cruisers were sank. ' The indicator shot up again after the fall of Antwerp. It is a thrilling experience to follow the fluctuations of the chart. Nothing could more finely show the spirit animating the people.
