All Egyptians spontaneously -expressed loyalty. Many officers have volunteered for service with the British .army. CAPTURED BY THK KARLSRUHE. HOW THE GERMAN VESSEL EVADES THE BRITISH. Received 5, 9 p.m. London, November 4. Fourteen hundred and seventeen men and crews of vessels captured by the Karlsrahe have been landed at liverpool, pennilcßS. They assert that the Karlsruhe has been kept well informed by steamer Bcouts-from every point oi the compass. As soon as the enemy** vessels are observed newß is flashed to the Karlsruhe. LOAN TO EXPORTERS. London, November 4. The Treasury has appointed a committee, representing the Treasury, the Bank , of England, the joint stock banks and the Commerce Association, to authorise advances to exporters in respect.of outstanding debts in foreign countries, and -the colonies, including unpaid acceptances. The advances will not exceed fifty per c ut of the oiStsahding 4d)ts. Many merchants are complaining of the abolition of the post-oflice ;tcn-let-ter-a-word system fi<r cablegrams.
