A sclioine is afoot whereby the New York Bank will lend ten million dollars to members of the Cotton Exchange to laoilitate tlie re-opening of the market soon after November IU. It is reported that the Liverpool tankers will make a similar loan to the 'ivorpool cotton brokers, so as, to permit exchanges to open simultaneously.
