Wellington, Last Night. The High Commissioner reports as follows, under date London, November 1, 11 a.m.:— PRISONERS Of WAR, Official: In view of the action of thiS German forces in Belgium and France, removing as prisoners of war ail persons liable to military service, the British Government have given instructions that all enemy reservists aboard neutral vessels are to be made prisoners of war. Russian torpedoers endeavoured to prevent the Turkish fleet leaving tile Black Sea, The latter*opened fire, and sink two Russian vesiels.
A British Order-in-Council provides for the operation of tln> Declaration of London regarding neutral ships, which are liable to capture if proceeding to the enemy's ports.
The Allies are reported to "be occupying an advanced position three miles from Ostend, the position having b:-en g*i»ed through a. British bayonet chvge.
