Walker and Wade on Uie condition of tlhe premiesee and backyard of Mr. John Sweet, •f the Golden ti-rid, Devon street, wa» read:— , "The front) of tho section is fully taken up 'by the restaurant, while -tiUa lack is occupied by an old erection uaed for coal and stores, by a. yard 30 feet by 41 fw-t, and by two W.w.a "The rooms of the restaurant and kitchen _ were in satisfactory order, Inspection of the yard revealed a condition tliat demands immediate treatment. "This area is crossed diagonally by an earth patli, and the whole Ilia# • marked fall towards -the buildings. 0« cither side of the ]>ath tlie ground wa« raised from 12 to 18 inches, and at tli« .lime of our visit was covered by a layer of earth and lime.
"The spade was u'sed in «. number of places oil each side, and iliowed tlhat tlio entire urea had been used ae ft refuse heap, for a very long period. Putrid fob, routing era.* IWI, iuaWorou»uv- , tier shells, decaying potato peelings, and an infinite variuiy of evil-»aie]Ung, decomposing organic materials were exposed. Against the fence on the oust eide, and directly on the heap described, were piled 22 boxes used for the conveyance of fish by rail. Some of those war« ?ji bad repair, and all were freely visited <by flies from the section. "It is to be noted tlhat the main surface drainage from the area goes to th« back door of tho house, and the loweif part of the section, where there is n» f-urface drain connected with a tsewor

It is aluo to bo noted that faib-soil drainage from this duogeToui tt tea passes generally downward und,«r the coalhousc and store, toward iDeTom street and the Ihiatoki. "Obviously, the restaurant must bt cleared of all food stuffe, ihangjings anil crockery prior to the operation dewribod. After their completion, fumig&tio* v illi formalin must euhaequently be «i£rtied out, nil water being smb»cque*4ta' washed down with antiseptic fluid, aM a tliorcugli ventilation permitted. ''The old building used as * store ill coalhouse should bo demolished and efficient treatment of the subsoil undertaken. The asphalt and cement 'behi*4 the cookhouse and outer sink should be replaced after the ground lias been treated. The twenty-two fish bore* should be depraved. The general question of the treatment of the interior of these boxes merits serious consideration. In conclusion, we would emphasise the need for suitably grading aid draining the back area, and the adrlsbility of providing a better meant of cominuniction between the back aw* and the main street."
After a short discussion, a series ot u'solutions, prepared by the Borough solicitors, embodying the recommendations of the medical inspectors' report, were carried, and it was decided tlhat nolice lie forthwith be served on th« owner and occupier to execute ike works within four days, and, failing compliance within \i\e time specified. the inspector was authorised to carry out the work and take proceedings against the owner and oecupicr to recover the cost and tho penalty prescribed in tin Act.
