Sir .lames Carroll addressed a large meeting at Takapau last night, lie said that after twenty years of progressive Liberal legislation the country had had three years of Conservative rule. The Government had not kept its jdedges. It professed to abhor borrowing, but had spent fifty thousand inure on public buildings than on back-Works roads. It had borrowed fifteen millions, with authorities totalling 'IS'/* mi lions, in less than three years. A vigorous land policy was promised, but not ihi» settler had been placed on the land. Arterial railways had been stopped, although in six favored districts lines had been started.
